Response to Intervention (RTI) has long specified a process to try to solve the problems of struggling students, in which schools provide classroom instruction to all (Tier 1), mild intervention to students who need it (Tier 2), and intensive instruction to students for whom Tier 2 is not enough (Tier 3). In this aricle, we propose to enhance RTI by specifying specific, proven programs at each tier level and implementing them effectively.
